ONN 100012588 will not turn on

I know they are pretty cheap, but I offered to look at an ONN 100012588 TV for a friend who was going to throw it out. Checked for the appearance of bad caps and then checked voltages (PSON, ADJ, and BK) with the set OFF and ON. Can anyone give me guidance as to whether this TV is worth saving?

I back-probed the 12v pins (with connectors on, of course) and they were very close to 12v.

The ADJ, BK, and PSON pins read 3.34v, 3.06v, and 2.89v, respectively, with tv plugged in (but off) and .01v, .01v, and 2.89v, respectively, with tv turned on.

The backlights flicker very quickly when the tv is powered on, but they go dark and stay dark.

FWIW, none of the caps look swollen - but that's not necessarily saying much.

Any ideas or suggestions are appreciated!

Replace the capacitor by the led wire hook up. It's a 10uf 450volt. There's only one by the connection . They're known for this cap going bad. Replace with a good brand cap. They used cheap Chinese parts

thanx - I'll look into that as well. I know their reputation is not at all great - since several other caps are also by this man'fctr - do they tend to weaken also?

all caps are replaced w good quality - but now, instead of backlight not shutting OFF, the backlight is not coming ON (I can see the picture if I shine a strong LED at the screen)

Sounds like bad backlights. The set of (12) run around $50. Also FYI...the reflector paper that rides over the back lights I CAREFULLY cut 3 of the 4 sides with an exacto knive. And replaced with new strips one at a time. Then used clear tape to close it back up. You can also verify voltage by testing the (2) LED plug with the LED tester to see if the voltage draws are equal on both plug ports. If they vary, some LED bulbs are dead.

@winstontoby we'll have to see your boards. Pull the back cover off and let's see what you got there. I would not be surprised to see that this is a re branded TV. Anyhow, "whether this TV is worth saving?" H E double hockey stick, Yes! Anything that can be fixed needs to be fixed. We need to stop throwing stuff out. Let's keep our hard earned money in our pockets instead of feeding the Profit-Over-People machinery.

Do that in a darkened room and one video source connected. Can you see shapes of any kind? It is possible that this is a Blacklight array issue. Just ruling int out/or in.

For now, it looks like your power board is okay.

Well, this is another "weird" one for the effort. Other than probing the pins several times with no change, I removed the PSU as you can see in the images. Having been warned by other bloggers to flip the board over and discharge the upper right corner (nasty shocks), it produced a very impressive "pop." Reinstalled PSU and it works fine now. So it's not the PSU (at the moment) and it's not the backlight. I guess I wait till it acts up and re-start the discussion unless you have other ideas!?

@winstontoby well sounds like this "reset" got it straight. Just make sure you do not become the point of recharge. That stuff bites, you know.

BTW, I just noticed that the backlight seems to stay on, even when I turn the tv off - the glow is visible even though the screen is almost black. That's not right is it? It will consume power and stay warm.
