Check if the USB power management setting in Device Manager that allows the computer to turn off power to the USB port is enabled. If so, disable it, restart the laptop and check if it now works OK.
Here's the procedure.
Go to Device Manager - Universal Serial Bus controllers - click on the > symbol to expand the category list - right click USB root hub > Properties > Power Management.
If the allow the computer to turn off this device to save power checkbox has a cross in it, uncheck it and then click on OK. Close Device Manager and any other programs that you have open and restart the laptop in the normal manner and check if the USB port now works OK.
As I don't know which USB Root Hub is connected to which USB port, do this for all USB Root Hub entries listed.
To get to Device Manager in Win10/11, press the Win key + the x key (both keys together) and click on the Device Manager link

the usb in question will not power any device when it is plugged in to the usb.
