Why are papers printing with "smudges" on both sides?

Every page is printing with "smudges" on both sides from top to bottom. While comparing multiple papers, I noticed the smudges appear to look the same and appear in the same location from paper to paper. So far, I've removed the cartridge tray and gently cleaned along the edges of the transfer bed. I have also inspected the toner cartridges and I noticed that some yellow (last/4th cartridge) is showing on the edges of the pink toner roller (3rd cartridge).

Laser printers use static to transfer the toner partials from the drum to the paper, this is done by applying a charge via a wire near the drum we call it a chromatron. This wire can get dirty effecting the effectiveness of the transfer causing the smudge effect.

You need to clean and the drum as some toner has built up on it along the edge.
