Toshiba Portege z30 weird battery issue

My laptop has a few strange issues.

  1. It shuts off without warning at around 20%
  2. 100-90% lasts a lot longer than any other percentage range
  3. Battery percentage generally unreliable
  4. Battery voltage is 15.2v whatever the state of charge is
  5. serial number of the battery is 2 according to windows

I have tried many things:

  1. 4 different batteries 3 original toshiba batteries and 1 Unofficial
  2. 2 Different Mo-Bo
  3. Updating battery interface driver
  4. Linux also has the same behaviour
