Every time when my charge gets low it restarts and the thing which rotates when it’s restarting pauses and then it sends the thing where you have to use your touch ID or password and every time when I use my touch ID or password it just restarts my tablet over and over. Tell me what kind of bug or glitch this is. it started yesterday.

Probably it's not a bug, behavior is coherent with an exhausted battery. Try to turn off the screen or the iPad with power button instead of trying to put in the passcode, wait a good 10/15 minutes and try again.
If it works, you got your confirmation it's a battery issue.
