it actually depends. if you're at the Hello screen and you're trying to activate the phone, then no, IOS masks the email address.
if you have a phone that does not have a passcode but has already been activated and you can get to the Settings screen, tapping the first box under Settings will take you to the iCloud page and you will see the Apple ID owner's name and email address.
it's rare, but it happens.
