Power light is not on until the consoles is plugged in for a minute

SO I got a PS3 Slim CEH3004B model.
-When plugged in it doesn't show the Red power light.
-If I press the power button it beeps once and nothing happens.
-In I press the eject button it beeps like when you press it and its empty
-After a minute the red light comes on and you can turn it on.
-It only shows image trough RCA connection
-It will not display trough HDMI even if I change the display settings

I tested the PSU in another PS3 and it works just fine. I tried to use a known good PSU and nothing. What can the problem be?
