DVD recorder does not recognize new blank disks

My Panasonic VHS to DVD recorder is not recognizing blank disks. With DVD-R it says the disk is damaged each time one is inserted. With +R, it goes through the formatting process, but says it is still blank upon completion. What are my options? I have used a lens cleaning disk and compressed air to remove debris.

Update (02/14/2023)

It's a Panasonic ES35V

@rajah are you using the right disks for your recorder? Some are really finicky about that. What make and model is your recorder?

@rajah59 looks like it will only allow you to do DV video REcording on DVD-Ram disks. Anyhow, check the user manual DMR ES35V page 6 and on, about which disk type allows you what recording. Looks to me like the safest bet are DVD-Ram disks.
