No power to display

I have a 79641072311 kenmore elite. My wife was using the machine and it quit. Pulled the top and check voltage in. I have 110 at noise reducer. Pulled the plug after it and found 1 terminal has 110 other has 62v and other is obviously ground. I don't think this is right but want some clarification.

Here's the service manual for the washer that may help.

On p.33 there's the no power troubleshooting flowchart and on p.21 there's a diagram of the control board and display board which shows a few voltage references that might be worth checking i.e. 5V DC and 12V DC on the WH connector to the display pcb
