Where can I find the PCV valve in my beetle?
I got steam coming out the oil cap and I have rough RPM

Although a PCV valve is an inexpensive item to replace and would be worth trying as a first pass, the symptoms you describe can also be attributed to a much more serious issue, that of a blown head gasket. If the PCV valve doesn't fix the problem, you should probably check the compression and run a block check test as your next steps.
