Do you mean HOW does my phone transfer files?
Most phones require enabling the setting under Developer options. Then when phone is connected you get a popup asking what you want to do. My Samsung does not give me that popup, but the phone must be open for it to work.

What is the model number of the phone?
Do you wish to transfer files from the phone to a PC (or PC to phone)?
What happens when you plug the USB cable connected to the phone into a PC, is there a message on the phone, does the PC recognize that the phone has been connected to it?
If not have you tried using a different compatible, known working USB cable
