2007 Club Car DS 48V no click or movement

Motor, resistor, controller, solenoid, throttle sensor have all been replaced. Key switch arriving tomorrow though I don't believe that's the issue as I've tried a working key switch from another cart and it still didn't work. All battery voltage is perfect, fully charged. All wires and components are connected. Throttle makes the clicking noise but solenoid does not and it doesn't move in either direction. What in the world could be wrong with this thing?

try a new solenoid it might be damaged

Thank you for the response. I have tied two new solenoids and still nothing. One thing I did notice in both solenoids is that the both rattle when I shake them and it sounds to me like something inside is broken. Could that be the issue?

I also just took both apart and not only do they rattle they are both burnt, can see it is and smell that it is
