MacBook display flickering from saturated to dim when moving mouse

The display on my MacBook Pro flickers slightly from saturated colours to more dim. This occurs reliably when I change what window the mouse is hovering over, and only sometimes when I generally move the mouse or pinch to zoom in. True Tone is turned off along with all other settings that may auto adjust the brightness or screen settings of the display. This happens both when connected to power and when on battery.

Its only a slight change in colour but its noticeable enough to be really annoying when working in image editing.

Has anyone had a similar issue or may know how to resolve this?

Have you tried plugging in an external display to see if the issue is also present on it.
