Removed black screw first instead of last

I removed the black screw first instead of last and now the column assembly won't go back down. How can I fix this since I now cannot access the trip rod to lower it? (Nothing is put together, I just took it out of the box and first removed the black screw because it didn't show it in step one's image.)
