Weird noise coming from camera?

I just ordered this off of eBay. I plugged it up for it to charge, no indicator light comes on whatsoever. Will not charge but when plugged in it's making a weird noise. What could this be, making it do this and what is wrong with the camera❓ Can it be fixed or send it back

i have no clue if you still need help, but what worked for me was a new charger box. i was using an apple box to try to connect it with the charger and it wasn’t working
