iFixit repair guide does not mention how to adhere the new screen. Does the fixit (expensive) note 9 replacement screen come with glue or adhesive and what is the process of sticking it back together

The screen comes complete in an assembly and doesn’t need to be stuck down. Only the back cover does.
There are other suppliers (example only) that may suit you better. Just search for Galaxy Note 9 LCD digitizer assembly to get results

Looking at the parts list in the Samsung Galaxy Note9 Display Assembly Replacement guide, the back cover adhesive strips are purchased separately.
When looking at the display assembly parts list linked in the guide the adhesive strips are not included with the display assembly.
Step.14 in the guide explains how to replace the back cover (with or without the adhesive strips).
The adhesive strips listed in the repair guide are the correct size for the phone.

My bigger issues is that I can get the phone working with what I purchased
