unfortunately, ipad pro 9.7 has a problem with the compatibility of mounted parts. It happens that the factory-installed ones do not last the assumed working time. Especially often (with yours case, it's over 50 times in my career. Where's the world?) I think it has to do with the problem of the parts from the subassembly provider. Take out the main board, remove the covers of the second submodule, in the second section. A large inductor will be faulty - but not grounded! Replace it with a new one or solder to two others, with a total value similar to the one originally installed (I did it at my tablet). The touch function is back.
PS: make sure in advance that the resistance value of the pads from the touch circuits to the connectors has a measurable value. You may find that the lack of touch is due to a broken connection underneath them (two pieces) - which also happens quite often, especially when someone tries to remove the motherboard.
My advice: repair is painstaking (benedictine) and quite difficult for a less experienced person. If you don't see yourself in this, find a good repair shop or sell your faulty device. These still hold the price, especially with the original screen assy.
