Not turning on HELP

Hey guys, girls, lgbtq+, friends I bought a surface pro 4 that was broken. According to the owner it ran out of battery and then wouldn’t turn on after that. I checked it and I heard that there is a 0 ohm resistor under the cpu that is most common to blow. I know how to solder but I dont know how to microsolder. Is there a solution and how would I measure the resistor if its broken. I have a multi meter but I dont know how to measure it for the surface pro 4. Please help me looking forward to your reply.
