Sadly, I have yet to see anyone successful in doing it. You really need a Mac to create a bootable OS installer. Do you have a friend or can get to an Apple Store who will allow you to prep up a fresh 32BG thumb drive. Bring a still sealed in packaging the thumb drive so they know its virgin.
So download OS-X El Capitan (10.11.6) from here How to get old versions of macOS it is the highest your system can run and follow this guide to setup your thumb drive How to make a bootable OS X 10.11 El Capitan installer drive. Just make sure you first format the thumb drive with GUID and journaled file system.
I’m suspecting you are also hitting the SATA II (3.0 Gb/s) issue as you can’t use most SATA III (6.0 Gb/s) drives in this system. For reference note the interface line in this Samsung 860 EVO spec sheet You can clearly see this drive offers auto sense adjusting its I/O speed to the systems port. Most drives today are fixed speed only running at SATA III. So if the spec sheet doesn’t state it works at SATA II don’t use it!
