turn the key all I hear is the electric clutches kicking in and out

I have new ignition new solenoid new fuses I can start it when I jump it at the solenoid but when I turn the key all I hear is the electric clutches kicking in and out when I start I'm stumped then if I go to Mow and indulge my mowing deck electric clutch does not come on
