PS4 Blue Light and beeps once

Hey everyone, I took my PS4 Pro apart following the guide here and fixed my laser for my disc drive. After putting it back together it now will only beep once, show a blue light, and shut off.

The fan does not spin during this time. I applied Arctic Silver 5 thermal paste during install and have since double-checked my work and see no damaged ribbon cables.

I have my own multimeter and have been checking to see if anything is blown. I have not seen anything obvious as of yet.
