I would suggest to use a AC charger and not the USB from a computer. If your battery is discharged to low the USB port will not supply enough amperage to charge the battery. I would definitely start with a new battery, and an external charger. That way you know for sure what works, especially since this is a "refurbished" camera. You could look at places like this for your parts. Good Luck

Have you checked out the battery? It is possible that you battery does not charge. does it blink a pattern or does it blink continous? Have you checked your power supply to make sure it is charging. Use a multimeter on your battery contacts to see what you get

its not the battery because i checked online and when i connected the camera to the outlet power supply it blinks repeatedly for a short while, and that means that there is an error on the camera. how would i get a multimeter and check the battery.

Make sure your software for camera driver is up to date, I've had this happen when there was a mismatch with camera/driver
