This model should be close to yours:

Apple iMac G4/1.0 17-Inch (Flat Panel) Specs

Unplug it, press and hold the power on button for 10 seconds then plug it back in and give it a try. Does it do anything when you try to start up, any lights any sounds?

Unplug it, hold the power button for 20 seconds, then it should come on, if that doesn't work after you plug it in, press the power button

Does the noise seem to be the same than the one in this video ? If yes, you see how to solve your problem ! Warm it and it will start but never shut the iMac down.

Mine is doing the same thing, but not making any noise from fan. Tried to use the hair dryer, but no luck. Any other way outside of replacing the logic board?
