Standby light blinking infinitely but TV doesnt start

Hello,

I have a Daewoo tv, model DPP-32F1, after plugging in the power the standby light starts blinking without stopping and the tv doesnt start. I opened the back cover to check the boards. After some testing I saw that the AC-Det is 4.1V instead of 5V. Is that a possible problem and how to fix the tv? Also there are no blown capacitors or visible damage.

The power regulator chip was faulty. Had to replace the whole motherboard.
