My bootloader is locked and I am unable to unlock it using the official Xiaomi Unlock tool as the device needs developer options enabled however the phone is stuck with a fastboot screen. Is there any other way to unlock the device?

I don’t think there is a way to unlock the phone in a bricket state. I would try to unbrick it first - for example by flashing the stock rom and recovery using xiaomiflash, and proceed from there
