Why is my phone stuck on Huawei startup screen.

My phone ran out of battery and when I put it on to charge, it only showed the Huawei startup logo. I have tried Pwr + Vol Up combination and it has brought about no change. How can I fix it? As far as I know, USB debugging isn’t enabled.
