My gpa fell into a lake, and broke his phone. I took it apart, cleaned a lot of it with isopropyl alchohol, and it is still stuck in a boot loop. It flashes the android thing, then turns off, then on again. Should i just put the whole phone in a bath of isopropyl alcohol or just try to use a q tip and clean it with alcohol?

You can put the motherboard in alchohol and clean it with a qtip and a soft brush but if you are able to get it to turn back on it could stop at any moment. Once it's wet it's not worth fixing except to extract data. Not repair shops will take them in except to retrieve data.
