Camera appears starts to turn on then turns off

My Camera has done this since I bought it 4 years ago. I’ve never really tried to get it fixed but now I would like to use it and I still can’t.

The battery is in the camera correctly, there is no corrosion on either and the camera has never been used so it is not water damage.

The problem : The battery is fully charged (per the charger indicator). I go to turn it on and it starts to turn on then does 3 high pitched pips and then shuts off.
