Why is my phone will only power up and go to the Motorola Hello Screen

I can’t get my phone to power up all the way. It keeps flashing the Motorola Hello Screen. I have tried a soft reboot and it still does it.

It seems like you have an issue with the OS.

When it boots into the Hello Moto screen it’s going to the bootloader, but not the operating system. With Samsung’s you can restore using Odin.
