That’s a result of the previous user not logging out of their account and not doing a factory reset before selling it. As of Android 5.1, all Android devices have what is called FRP for Firmware Reset Protection. There's a way to bypass it, which is a pain, but it can be done. I came across that same issue when I tried to reflash it. Here’s a way to do so. It must be followed carefully. After that, you can do a factory reset and be able to use it. Here’s a link of how to bypass the FRP:

I Just recently acquired the Samsung tab e SM-T378V (Verizon Version) from a friend that was FRP google locked to an account that no one has access to and haven’t in years. Verizons Stuff usually is also a bit more challenging than an underdog company. With that being said, There is a solution and it can be bypassed many different ways. Me personally I used a Odin method which requires basically flashing the service back to its original state, like it was brand new. When I rebooted it was like a Brand new tablet and asked for a google account or create one. Odin method is probably the hardest to do, so I suggest if you wanna unlock it and don’t mind a little time dedicated to research online, it can be done!!!
