2012 Samsung Galaxy Note 10.1 with slow charging issue

I cannot seem to get this device to charge at a decent rate. When plugged in, it only pulls 0.83 A at 5.65 V. I have installed a new battery and have also reset the device, several times, each time it works marginally better for a while, then back to slow charging issues again. I have tried several different Samsung charging units and cords, all with the same outcome, slow charging.

Should I be looking for a deeper issue?

If you have done all the steps like changing battery and resetting. It seems more like a motherboard level issue instead of a battery / charging cable issue

I find that a lot of the time the battery is “Below voltage” You will to connect a power supply directly to the battery pins in order to boost it to a level it will charge, Plenty of guides on how to do this
