Why does the system stop at 3-2-1

The system will not start. Shows 3-2-1.

Update (10/15/2018)

When I turn on the station it will not continue, it stops at 3-2-1. I have tried to boot the machine but it has not helped.

when the 3-2-1 shows on the display I cannot continue . I cannot change the menu.
