Have you tried using either HDMI 2 or HDMI 3 inputs on the TV just to see if the problem does not occur ?
This is a known issue with older model Sanyo TVs when using HDMI connections with certain devices.
The only known way around it is to cycle through the inputs as you are currently doing to get the audio to resume .
If it becomes too annoying does your Dish Hopper model have a Component video output option at all?
If so, you could connect the Dish Hopper to the TV via a Component Video + audio connection, thus avoiding the problem when using the HDMI connection
