Get the OBDII port scanned for codes first.
Apparently AutoZone in the USA will do this for free.
If there are any codes it will possibly help narrow down the problem.

What is the year, make and model of the vehicle?
Does it do this when the engine is idling?
There are a lot of reasons that can cause engine"surging".
It could be in the fuel system, for example a clogged fuel filter or faulty fuel pump.
If the vehicle has an ODBII port get it scanned for codes as they will tell you what's going on
