Unknown Beep Code And fans spin but no display
So the beep code is 3 short then 3 long then 1 more short and this is on a lenovo motherboard. Any help would be nice.

Not sure if this is helpful but searching online, using the info you supplied gives results for a Lenovo M91p ThinkCentre. (click on Hardware maintenance Manuals checkbox on left side of page).
The confusion for me is that the service manual for the tower and SFF variant of the desktop, doesn’t mention the “beep error code’ pattern that you describe. (see p.67) whereas the service manual for the USFF variant may possibly provide a clue as it describes having error beep patterns of from 4 to 11 beeps but with no mention of long or short beeps. (see p.63).
Perhaps it may be a start.

Do you know the history of this motherboard?
Have you seen it working OK or is its’ history unknown to you and that you just trying to resurrect it?
Try the following:
Scroll to the bottom of p.476 in the service manual for the tower and SFF model PC (1st service manual link in Answer I provided) and try the procedure to perform a Recovering from a POST and BIOS update failure and see if that does anything

I have the same issue with motherboard is6xm rev1.
- When I switch CPU to "i7 3770", i hear "3 short ,3 long, 1 short" beeps.
Screen is black, fan is spining
- At the same time when I switch CPU to g850 - everything works very well.
Bios: 9HKT58AUS
CMOS reset doesn't help
Does anyone know how to fix this issue?
Might be a combination of what CPU the chipset and the BIOS on the motherboard supports.
The motherboard is used in a Lenovo M81 PC and the best that I can find is that the chipset is an Intel Q65 Express.
If you have Windows installed you can check this in Device Manager when the PC is working.
According to this link the chipset supports a G850 CPU but there's no mention of an i7 3770. The highest supported i7 CPU is an i7 2600S.
It will also depend on what the BIOS supports but the only thing that I can find for all the different M81 model variants is that the BIOS supports an Intel i7 2600K (nearly the same as the chipset) and nothing more than that but I may be wrong.
If it is the chipset then there's not much that you can do to overcome the problem except replace the chipset, but that's not easy at all
