absolutely. It you know it is the fan then it should definitely be replaced.
from the statement in your question it sounded like you already knew it was the fan that was not working. To check if the fan gets power, just measure the voltage (12V) on the connector once the engine heats up enough for the fan to kick in.
or like @jimfixer already suggested, wire the fan directly to see if it comes on.
