How do I get power too the rear tires

I have a 49cc 4x4 it starts fine sounds good when u give it throttle . When I lift the rear wheels off the ground and put full throttle the tires spin as fast as it should and sound good. But when I put any kid of wait on the seat. It doesn't move but it sounds like it wants too.
