Laptop screen is flashing with the Prime Minister logo and nothing els

So I tried to reset my laptop ( I was awarded with the laptop from my university through a Prime Minister scheme) and it said that it couldn't reset. I tried time and again untill I got a flashing screen and now I'm stuck and exhausted. Help please P.S I'm a laptop novice and know nothing other than very basic things.
