I'm also wondering why this is titled, 'Coolant reservoir removal 98 dodge neon'(which is a 1st generation Neon) but a picture is shown of a 2nd gen 2004-'08 model year?

@babydoll82 here is what the manual says about it:

1) The top picture shown shows the unit in the wrong place. I have 3 1st generation Neons (1997,1998, & 1998, all different sub-models from each other) yet all of them have the CRT actually where the '1' is shown pointing to in the upper picture. The CRT doesn't come "right out" either. There are AC components in the way, steering fluid reservoir in the way, & the back of the air cleaner housing is in the way. One way or another, something else has to be removed 1st, and the repair manuals don't say that.

2) These pictures actually look JUST LIKE the engine and CRT in my 2000 Dodge Neon ES.

I'm guessing the above pictures aren't for ('94) '95-'98 model years.
