Check that the fan exhaust vent on the side of the laptop is clear and unobstructed.
Use a vacuum cleaner on low suction to clear vent if blocked.
If it not blocked or the fan still runs all the time after the vent has been cleared, open Task Manager (right click on taskbar and select it) and see how many processes are running etc. The CPU may be doing a lot of things (maybe too many), in the background. What OS is installed in the laptop?
If that looks OK then you may have to disassemble the laptop and clean the fan and maybe apply new thermal paste to the CPU and see if that helps at all.
