when trying to power up the surface pro 4, the button doesn't always work, have to keep pushing on it, moving it around as i push it and then it finally powers on. Can it be replaced?

It sure can be replaced. But the bigger issue is taking the screen off without cracking it.

Parts and documentation on repairing the surface pro's are very lacking. You have better luck contacting Microsoft directly for support on this one.
