Steven Low it is on the inside of your fuel tank. You have to drop the tank and remove the sending unit held in place by screws on the top plate.
Steven Low here is what I show for a 1993 Hilux regarding the fuel sender
and this is what is shows for the fuel tank of a double cab
Now if you truly have a maintenance cover plate where you say it is, go ahead and remove it. If is does get you to the sending unit, post a couple of pictures so we all know for the future where to look.
Also let us know if your Hilux is a reg cab/extra cab or double cab.

Or you could do that
Thank you for your help. My Hilux is a double cab. I will remove the back seat this weekend and have a look see.
Steven Low sounds good and please let us know.
It's right on top of the fuel tank

I know it is on the top of the tank. I want to access the sending unit by removing the back seat, open a cover plate and test the unit without dropping the tank. Is this the way? I want to measure the resistance of the unit to see why the fuel gauge reads empty all the time.
No it's under the bed. You'll have to remove the bed, then remove the fuel pump
My Hilux is a dual cab. Are you sure the sending unit is under the bed? I thought I can access the unit by removing the rear bench seat? My Hilux has a separate fuel pump and sending unit. It is not a combined unit.
Yes. It's still in the same place. So either remove the bed, or like @oldturkey03 said, drop the tank and then do the maintinence
thank you for your help. I am going to see if I can access by removing the rear seat.
Hi Steven,
The fuel gauge sending unit is located in the fuel tank which is underneath the vehicle.

I don't want to drop the tank to get to the sending unit. Can I remove the rear bench seat, remove a cut out panel to gain access to the top of the sending unit?
