If the phone is locked on ATT card . The ATT can unlock it for free if it is linked to an ATT card previously. If is on other carrier locked you can check if the carrier can unlock your phone to use it. If nothing work you can buy a carrier activation card from eBay and try to activate with this one.

Check the list on the System Status page. If the box by iOS Device Activation isn't green, try to activate your iPhone later.

my iPhone 6 plus have same issues like that so i solved by changing NFC ic.Now working well.Before doing that clearly see that there is searching shows or no service on network bar.
