iPod Mini stuck in restore loop

I loaded a cf to micro sd adaptor into my iPod Mini, and tried to restore it. iTunes recognizes it, says to restore, and I press restore. The restoration is much faster than I would imagine it should take (5 seconds maximum), and then it says that it is complete. However, seconds after, it says that the iPod needs to be restored, and it continues in a loop. I checked the micro sd, it is definitely formatted in fat32 and is fully functional. I reassigned the drive letter of the iPod (I use windows 7), but the same loop still occurs. What the heck is going on?
