Red light only being shown, 0.01A being drawn from charger

I've tried multiple chargers and cables and all I get is a solid red charging light when plugging in the charger. No signs of life otherwise from the phone.

I use one of those USB amperage meters and I only see 0.01A current draw from there.

I guess this one is caused by faulty battery?
