My phone is showing the reboot screen but will not reset?

I believe an update on my phone did not go through like it should, and since then my phone does not work. Whenever i turn it on it shows red, blue, and yellow script. It will not let me reset it, and it will not go past that screen. Please help. Is there a way to fix this, or download the update properly?
