Tire and tube change

Can I use a 26 × 1.95 tire and tube 40 p.s.i. from a Next brand mountain bike rim and use it on 26 × 1.95 Schwinn frontier mountain bike rim ?? The bad tire rubber on the schwinn frontier says 45 - 60 p.s.i. . Is this possible and would to work correctly ??
