Here is a link to the service manual for your desktop, (not that you need it but it may still be handy to have).
Scroll to the section that deals with removing the processor, (p.23 I think). It shows the heat sink retention base, which I think is the part that you want.
Here is a link to just one supplier of the part. It is not a recommendation to use them, it is shown to give an idea of the price. There may be others online that suit you better. Just search for Dell Dimension 3000 heat sink retention base for results.
