Why is the tiller not spinning when the PTO shaft is?

It seams to be the part between the PTO shaft coming from the tractor and the gearbox on the tiller. From the looks of the diagram I found online it looks like the friction clutch assembly is just spinning freely around the shaft that goes into the gearbox on the tiller. Not sure what could be the problem or what part I may need to fix it.

@rogershepherd post the diagram and a few images on what you are working on with your question. Use this guide Adding images to an existing question for that. we'll need to know what tractor and what tiller. Right now it sounds like the PTO out is okay, just nothing happening on the tiller end. Check for any shear pins and the drive.

Usually its just the sheer pin designed to take the torque of a sudden stop in the tiller (like hitting a large rock) and not breaking parts in the tractor or tiller by having the small sheer pin sheering in half...

without seeing it in person or a good video, i sounds like the clutch is bad, there should be fiber plates in between ,they can wear if the pack is allowed to loosten. Sometimes you can tighten the bolts that go through the springs,(usually about 6 ) tighten each bolt an the same amount of turns to keep pressure even.

Another way you can check to be sure it is the clutch pack (because it could be the drive chain jumped off), raise and block up the tiller so it cannot fall, shut tractor completely off and remove key, engage pto with engine off, now reach under the tiller and rotate the blades, if the one side of clutch pack rotates but does not turn the shaft half, it is the clutch. BE CAREFULL! DONT PINCH OR CRUSH YOURSELF. BE SURE TRACTOR IS OFF. AND BE SURE IMPLIMENT CANNOT FALL ON YOU. NEVER WORK ON PTO EQUIPMENT WHILE RUNNING OR IF TRACTOR CAN ACCIDENTALLY START.
