Why isnt it turning on

You don't give us much context as to why you are doing a hard reset on your device. More background info would be helpful.

I will assume that the battery is not sufficiently charged, hence causing your problem.

Try the following:

• Use a genuine Apple Lightning Cable and charging brick (or a USB port on your computer)
• Fully charge your device, overnight of necessary
• Try again to see if the iPod will boot up.
• You may want to try with different cables, bricks or computers just to eliminate as many variables as possible
